The episode starts out in Caracas, Venezuela, and we see a man named Lopez getting chased by some unknown men who appear to work for the government.  Lopez is killed as he gets into his car, and at the same time we see Annie playing in a soccer game with several people.  A young man named Diego attempts to ask Annie out on a date, and apparently she is working undercover and asks Diego if he can get her to his sister.

Annie starts to tell Diego all about his sister, and she even tells him that she helps a corrupt official transfer $100’s of millions of dollars to off shore bank accounts.  Annie offers him a new life for him and his sister if he helps Annie get to her sister, so that she can look at the account and see where the money is going.  She gives Diego an ultimatum of the same night to give her an answer.

Joan Campbell is confident Diego will agree to help them, and we find out that the station agent in Caracas was the guy who was killed at the beginning of the show.  Diego calls Annie back and he apparently decides to help her find his sister, so arrangements are started to send both of them to Venezuela.

Annie and Diego land in Venezuela and Annie lays some ground rules as Diego is getting a little bit touchy feely.  Auggie finds a way to get Annie a phone when she lands, and they give her the bad news that Lopez is probably dead and she may have to do the mission alone.  Back at CIA headquarters they are discussing whether to continue or not, and they decide to go ahead and make it Annie’s mission and proceed.

Diego shows up at the bank to talk to his sister Julia, and he introduces her to Annie.  Julia starts to show Annie where the bathroom is and attacks her for being an older American woman dating her younger brother.  Annie gets serious with her and tells her she is not there to see her brother, instead she is there to talk to her.  Julia seems to have an idea of why she would be there, and they head off in the streets of Venezuela back to Julia’s house so they can talk.

Annie starts to talk to Julia about Victor, and Julia does not want to believe her.  Annie makes an offer of a new life to Julia, as all she wants to do is have her put a tracking code on Victor’s account so that they can track those transactions.  Annie plays hard ball with her and tells Julia that her love with Victor wont’ last, and the deal is the only choice that she has.

Julia is having a hard time with the decision because she does not want to leave the people in her family behind, but Annie plays on her love for her brother to get her to finally agree to it.  They have a snag as Victor has a key FOB that generates a code every few minutes that they need to switch.  They all go to lunch with Julia and Victor, and there is a big snag in the plan as Victor asks Annie to accompany her on her trip to look at a rare piece of art (she is undercover as a research from the Smithsonian).  Victor asks to accompany Annie while Diego and Julia go back to Julia’s house in the rental car; Julia seems to be signaling Annie that something is up.

Joan Campbell refuses to call off the operation as she feels Victor is simply testing Annie.  Victor tests Annie’s knowledge of the art piece; Annie passes with flying colors and checks with Julia in the bathroom to make sure she did not compromise her.  Victor is a meticulous person and very careful as he asks Diego how long he has known Annie.  Diego and Annie drive off in Diego’s Ferrari, and along the way Diego is testing Annie while driving about 140 miles an hour.  Victor stops the car and asks Annie to drive; she acts like she does not know how to drive a stick shift and grinds the gears on his $100,000 car.  Victor had his men steal some information from Annie’s car and he figures out that she is some sort of undercover agent and pulls a gun on her.  He calls his men and tells her to get out as him men will take care of her, Annie quickly releases his seat belt and throttles the car using the g-forces of the car to prevent him from getting off an accurate shot.

She knocks the gun out of his hand and opens the passenger door at high speed, which causes Diego to fall out of the car as she speeds away.  Annie gets back to the bank to get Julia and Diego so that they can do the funds transfer.  Victor shows up at the bank before they have the opportunity to leave, Julia successfully adds the security identifier to the account.  The see that his account is linked to several terrorist groups, and they have actionable information they can use.

Victor heads towards the back of the bank to access his account as he sees Annie’s bloody clothes in Julia’s garbage can.  Julia has trouble believing that Victor shot her, Auggie tells Annie to get out of there as Victor is bearing down on their location.  They escape out the back setting off the alarm and they leave, a car is waiting on them and Julia hesitates to get in the vehicle but eventually does.  They escape as Victor almost catches them; Diego is picked up by an agent outside so they can all fly back to the United States.

When they get back Diego and Julia are safely tucked away at the safe house, as Julia is having a tough time dealing with leaving Victor.  Annie starts to look into a few things and with Auggie’s help they discover that Julia has been funding Diego’s education with payments from one of Victor’s accounts.  She was also paying for education for several poor children in Venezuela, and there were transactions posted to that account even after they were in the United States.  They realize Julia is still in contact with Victor, and we see her contact Victor as he lands at an Airport in the United States to arrange a meeting with him.

Julia leaves the safe house in a cab to meet Victor, Annie arrives and they find out that Julia took a cab.  They get the location as we see her meeting with Victor; he plans on taking her back to Venezuela.  Annie and another agent arrive on the scene with Diego, and they try to stop Julia from leaving with Victor.  As Julia is in the car with Victor he has one of his people start to strangle her, the other agent shoots the strangler and Victor tries to drive away with Julia in the car.  He shoots Victor as well which saved Julia’s life; she then realizes that everything Annie said was true as she narrowly escaped with her life.

Another solid episode of Covert Affairs, the show seems to have staying power as the episodes are exciting and interesting at the same time.  There are a lot of dynamics at play each week on the show, and the back stories of the characters are there as you see them working on secret CIA business.  How will Annie continue to keep this from her sister?  What is going to happen with Ben Mercer?  All of those storylines are going to be answered at some point.
