Joan Campbell is interrupted in a meeting and told that three surface to air missiles are on their way to the United States, and they have not ship or destination city. A man named Hassan is transporting the weapons, and that is the only information the CIA has. We see Hassan on the ship killing the ship’s captain because he is demanding more money. Joan Campbell decides to assign Annie to the case in order to convince an ex CIA agent to come in and help with the case.
The former director of the CIA Henry Wilcox shows up as they are dedicating the new center at the CIA to them. Annie heads out to find McCauley who apparently lives in the middle of nowhere; she gets a flat tire from a booby trap he laid in his driveway. Several dogs come out and McAuley comes out with a gun and tells Annie to get off of his property as he has no desire to help the CIA.
Annie finishes changing her tire, and she decides to give it one last shot at getting McAuley to help. She finds him fishing in the river, and he initially ignores her, she kicks off her heels and walks into the river with him. She tries to convince him to come in, and he has a hang up with something dealing with Henry Wilcox. Annie leaves and she has a flashback to her time with her lover, and then we see him in the Sudan all of a sudden. He gets in a fight with the man he was talking to who is apparently one of Hassan’s henchmen, he ends up killing the guy without finding out where Hassan is.
Auggie and Annie are out having drinks as they watch Jai and Henry Wilcox having a conversation at the same bar, Annie decides to go over and talk to them. It seems Henry and Jai Wilcox have some unresolved issues, as Henry talks to Annie he talks about why people leave the CIA at certain points in their careers. Henry Wilcox says typically it is for money or love if they made it through three years. Annie looks up Chris McAuley’s file and finds out that the woman he was in love with was killed in action during a mission.
Annie drives back out to Chris McAuley’s house to talk to him about his former lover Vanessa Sinclair. Annie talks to him about how his former relationship affected him, and tells him he feels that the agency took her away from him. When in fact Hassan is the name that comes up related to her murder, she tells him that Hassan is on his way to the states and that eventually convinces him to help the CIA.
Arthur Campbell approves the request of McAuley for money to pay his contact, and in the meantime Henry Wilcox shows back up at CIA headquarters. Wilcox finds out that Hassan is going to be taken down by the FBI, and he tells Arthur Campbell that Hassan needs to be taken in and turned instead of being arrested by the FBI. Now things are starting to make sense, Wilcox had Chris McAuley’s lover killed by Hassan or something along those lines, and now Henry Wilcox wants to cover it up since Hassan is in jeopardy of being caught.
They get the payoff money which has a very clever tracker contained in it, McAuley, Jai Wilcox, and Annie head to New York where McAuley tells Wilcox that his father is an ass. Jai Wilcox offers no resistance, McAuley heads off to meet his contact and get the information. McAuley comes back and tells them that his contact did not trust him, and would not give him any information. He heads into the coffee shop, Annie thinks that he is too calm. They check the case and see that there are two phone books inside instead of money, and they go to find McAuley only to lose him. It seems he wants to go settle the score with Hassan himself instead of relying on the CIA to do it for him.
They notify home base and they speculate as to what reasons McAuley may have had to run off with the information, Jai and Annie decide to go in and talk with the contact. They break in and find a hidden crawl space and retrieve the money out of the wall, they then confront Sadiq and tell him to give them the information otherwise they report him to the DEA. He gives them the information and Joan goes to tell Arthur and he apparently heeded the information from Henry Wilcox and has made this a CIA only operation and shuts the FBI out.
Annie and Jai head to the off load location instead of reporting back to base, they find McAuley getting ready to shoot Hassan with a sniper rifle. Annie tries to stop him, and they find out from McAuley that Hassan was put in business and funded by the CIA. The entire story being told is incorrect and McAuley tells Annie just won’t be served, she convinces him to stand down just as a positive ID is made on Hassan. All of a sudden Hassan gets shot in the head by a sniper from a far off location; we see that the sniper is Annie’s former lover Ben Mercer.
Arthur Campbell is livid about Hassan getting shot, and he wants to know who actually fired the shot. Ben Mercer throws the gun away and starts to run and make his escape, on his way out he sees Annie and stops in amazement. He is spotted by Jai Wilcox who gives chase, but Annie does not see him. Jai makes a concerted effort to catch Ben, after jumping over several containers and making several amazing jumps Ben Mercer pulls a gun on Jai. Jai does not have his weapon and is unable to catch Ben as he slips away with Jai at gunpoint.
McCauley shows Annie that the weapons are American just like he told her, and we then see Arthur Campbell tell Joan the entire truth about Hassan. The CIA basically funded a terrorist cell after Hassan took their money and weapons then turned on them, both Arthur and Joan were at the CIA when the operation started and had Hassan been caught it would have come out when Hassan tried to make a deal. Neither one of the Campbell’s would have ever survived the scandal had he been caught by the FBI. Ben Mercer is struggling with seeing Annie in person, and all he can do is look at an old picture of here while drinking some alcohol. The show is going to get much more interesting with the fact that Ben now has an idea that Annie is in the CIA.
